Open Question: How do you manage wet hair during the winter if you have to go outside in freezing temperature?

I swim so even though i wear a swim cap, my hair still gets wet. I was wondering what should I do to dry my hair fast when after swim practice, I have to leave quickly. Is it okay to go out when my hair is 50-60% wet in weather that is below 30 degrees Fahrenheit. Do you have any suggestions on how to dry your hair real fast (like in 10 minutes) before going out side in freezing weather? *I live in Nebraska so the winters can get pretty cold. *my hair is wavy/curly.
